Want to work and live in Québec, the largest French-speaking population in North America? Take the first step now by submitting your declaration of interest to immigrate to Québec.

Submitting a declaration of interest is an opportunity for you to show that your profile matches Québec's needs and that you have sufficient knowledge of French to be invited to submit an application for permanent selection under the Regular Skilled Worker Program.

How to express your interest in immigrating to Québec

  1. Create a free account on the Arrima platform;
    Go to Arrima
  2. Complete the expression of interest form to add your profile to the list of people who have expressed interest in permanently immigrating to Québec.

    Make sure to mention your and your spouse’s level of French:

    - Include the results of your French tests. These tests must be approved by the Ministère de l’Immigration, de la Francisation et de l’Intégration (Ministry of Immigration, Frenchisation and Integration).

    - List all of your school diplomas beyond elementary school. Some high school diplomas are now accepted as proof of your knowledge of French and may translate to points, even if you do not mention any French test results.

Québec regularly invites individuals who have filed a declaration of interest to submit an application for permanent selection under the Regular Skilled Worker Program. If your profile matches the invitation criteria established by the Ministère de l'Immigration, de la Francisation et de l'Intégration, you may be invited.

Completing an expression of interest is easy and free. You can complete it at any time.

1. Remember to update your declaration of interest regularly

Your profile will be assessed based on:

  • Your level of French;
  • Your professional experience and level of education;
  • Your field of training and experience in Québec, if applicable.
  • Some other criteria and information, including information about your spouse who is accompanying you in your immigration plans.

To increase the number of points you score and your chances of receiving an invitation, please make sure you declare all your school degrees, new work experience and keep your declaration of interest up to date.


2. State your level of French

A knowledge of French is essential to receive an invitation to apply for permanent selection.

To state your knowledge of French, you will need to perform one of the following actions:

  • Take one of the French language tests accepted by the Ministère and indicate the results in the "French language skills" section of your declaration of interest;
  • Indicate high school diplomas obtained through studies in French in the "Education" section of your declaration of interest.

Here are the high school diplomas that will earn you points in the assessment of your knowledge of French:

    - General, vocational and technological baccalaureates issued by the French Ministry of Education;
    - Certificat d'enseignement secondaire supérieur (CESS) issued by the government of the French-speaking Community of Belgium;
    - Certificat de Maturité (school-leaving certificate) issued on completion of studies at a school in a French-speaking canton of Switzerland.
